From the beginning, our two projects of day nurseries for handicapped children in Novgorod and Krasnoyarsk were considered as “experimental projects”.

From the detailed balance sheet, made at the end of these projects, two essential objectives appear:

on the one hand, such projects really fulfil a great request, and it seems that Russian territory is capable to assimilate them.
but also, on the other hand, we have reasons to think that the adaptation of this model to other similar projects, will be too punctual and will not fit with the expected results.

According to this observation, we began to put together more ambitious plans, based on the implementation of a satellite structure of the UPAM in Russia. The aim was not only to facilitate the set up and the following of new projects of day nurseries organisation, but also to prevent these initiatives remaining isolated, by constituting a network of mutual aid, transmission of experience and promotion of a concept in the civil society.

A first phase, consisting of a precise study of the situation and a location of the existing dynamics, both on the Russian ground and on an international scale was already made. Several contacts were established and we are defining more precisely the line this project will take, in order to have a maximum of chance to produce the expected results.

Muskaan (India)

We established a contact with a centre of formation and reintegration of young handicapped people in New Delhi (India). The association Muskaan (= “smile”) was created in 1982 and currently offers the possibility to forty young handicapped people to learn a work which will enable them to be integrated in the working world.

In order to develop these activities, Muskaan undertook the construction of a new building, especially organised for their activities. For our part, we did not work on this project with them, and our intervention was limited to subsidize the construction and the infrastructures of one of the rooms.

PROJECT « MAHACHKALA »
This project aims at ameliorating the incorporation of the children and the young bearing adults of a heavy form of disability in the Republic of Daghestan.

PROJECT MONGOLIA

Project of scholastic collecting for deaf-and-dumb children in Oulaan Baator.

In the vast quarters of yurts which encircle Oulaan Baator, several dozens deaf-and-dumb children benefit from no schooling, for lack of means to go in schools specialized of the capital. Our project consists in giving two buses to put right this problem.

PROJECT BURMA

Project of reconstruction of schools in Burma.

In May, 2008, a violent cyclone destroyed hundreds of villages in the South of Burma. The present project aims at rebuilding schools in a certain number of these villages.

Krasnoyarsk (Russia)

This project of halt-nursery started in a quite favourable context: the Department of the Social security of the Town of Krasnoyarsk managed a “Center of Crisis” in which they agreed to integrate a place of reception and care for heavily handicapped children, run by a local association. But this project remained outstanding, for lack of means to carry it out.

We thus allowed this centre to obtain all the infrastructures necessary to the reception of handicapped children, as well as therapeutic material, of which, in particular, a cabinet of logo therapy which seems to be a great success.

Talant (Russia)

Among the persons hovering around the centre for handicapped children that we helped to set up in Krasnoyarsk, we met Anja, a girl who suffers of a rather heavy handicap, but whose exemplary tenacity got better of lots of hindrances: she managed to obtain a diploma of social worker and, especially, she nowadays creates pictures which make her obtain numerous decorations in artistic competitions. In 2004, Anja realized another dream: to set up an NGO devoted to promote young handicappers' artistic expression and to offer, to the most talented, the possibility to create. The UPAM, whose structure and origins inspired this new NGO (called “Talant”) directly considered the birth of such an initiative as one of its positive side effect engendered by a project of cooperation. We thus closely follow this adventure and support it by diverse advices, as by some punctual donations, taken from our own funds.

Novgorod (Russia)

The UPAM has contact with the centre “Rodnitchok” (= “the small source”), in Novgorod, in September 1999. The centre in which the UPAM project sat up had already existed for three years at the moment of our first visit; it was managed by a couple, with the support of the parents of handicapped children who frequented the centre. They had already succeed in obtaining very vast premises from the administration of the city, but they were absolutely unhealthy.

Our project consisted in organising this centre so it could develop numerous activities, from the reception of children seriously handicapped during more or less long periods to the support and the management of handicapped children's parents, and to the reception of groups coming from villages in the neighbourhood. In the programme proposed includes, besides meals, a large range of activities, which aims to amuse the children while helping them to develop their capacities: artistic activities, swimming pool with balls or physiotherapeutic ball, educational games, parties or trips in group etc.

The work began at the beginning of springs 2000, and in January 2002, the inauguration of the new centre took place in unrecognizable premises. The centre accommodates currently approximately 80 regular children.

Once the work of restoration of the day nursery premises was finished, the UPAM had still envisaged assuming operational expenses of the centre during six months, in order to help the local partners to set up a structure and find funds. Beyond the construction of the building, the most important is that the activities that were planed could unfold there in good conditions and durably.

In this direction, our local partners showed a remarkable effectiveness: by word of mouth they made people aware of their activities and were the subject of several media covers, so that an important movement of solidarity set up itself. Moreover, they wove bonds with other organizations of the area, initiating a real dynamics around the problems of handicap, which contributed to make leave little by little the taboo which still conditions these children. More concretely, they organize tourist stays especially conceived for handicapped people, and have already received several groups. These contributions, in addition to an agreement with the local unemployment fund, constitute a working capital which lets forecast a durable action.

Ural (Russia)

This project fulfils a punctual objective: the purpose was to supply computer hardware to classes of three towns in the area of Yekaterinburg, in Ural (Russia). This idea was the result of a request addressed to our project manager at the time of a stay on the spot; it seemed to us that this request could produce a favourable impact, the control of data processing becoming increasingly important from the point of view of a professional future for children of this area.

Since we had planed to send 50 computers, we made the most of the occasion to send a half ton of warm clothes for children hostels in this three same towns. Children live in decayed buildings and often lack the necessities. The winter period is very harsh and long in this area; nevertheless it is common to see children of these hostels walking outside, by - 30° C, just wearing a shirt and a torn jacket.

Gashaj (Albania)

In this village in the North of Albania, the school, in ruins, was not in the conditions to receive the children who, therefore, only benefited from a very sporadic teaching. Our project to build a new school was very favourably greeted, so much that the inhabitants of the village contributed financially to offer a ground of 1000 m² for this project. We thus planned the construction of the school, and then its complete equipment. Because the teachers of the disused school were still at hand, the activities of the new school quickly started its activities again (in April 2000). On the fringe of this project, we financed the training of a welfare officer in order for him to work in this school.
